Which issue this PR addresses:

Fixes ARO-2783

What this PR does / why we need it:

Sets 4.13.40 as default openshift version

Test plan for issue:

Installed a dev cluster succesfully.

Is there any documentation that needs to be updated for this PR?

No

How do you know this will function as expected in production?

This has been tested under ARO-4750
